Kota is the one city where a library owner has to read coaching news as closely as the electricity bill. Enrolment has fallen, the hostel association says its industry is in crisis, and a new state law caps classroom hours. Each of those changes who walks into a self-study library and what they will pay.
Quick answer
A library in Kota typically charges ₹600 to ₹775 a month for a full-day seat; 14 libraries we checked ranged from ₹500 to ₹900 (median ₹675). Coaching enrolment has dropped since 2022, so demand is thinner and rents more negotiable. Seat-only libraries are outside the Rajasthan coaching law, but fire checks have tightened since June 2026.
Librify is a library management app for private self-study libraries and reading rooms in India. This is an owner guide for Kota. It does not name or rate any library.
Who uses a library in Kota now?
Fewer outside students than five years ago, and more local ones. Industry figures reported by PTI put Kota's coaching students at 85,000 to 1 lakh in 2024, down from the usual 2 to 2.5 lakh, with annual revenue falling from ₹6,500 to 7,000 crore to about ₹3,500 crore. Stakeholders blamed negative publicity, new guidelines and coaching brands opening branches in other states, and the president of the Kota Hostel Association called the hostel business "certainly in crisis" in the same report.
For a library, that means three groups of students, each with different habits:
- NEET and JEE students who still come to Kota for coaching. They live in hostels, attend classes for part of the day and need a quiet seat for the rest. Many stay for one session and leave together after the exam.
- Droppers and repeaters who prefer self-study with a test series. They are more price-sensitive and more likely to want a 24-hour or late-night seat.
- Local students preparing for RPSC, RSSB, REET, banking and SSC. They live with family, study after college or work, and renew month by month.
The first group shrank the most. The third group does not depend on Kota's coaching brand at all, which is why a library in a residential colony can be steadier than one beside a hostel block.
What do Kota libraries charge?
Kota fees sit a little above Jaipur and Sikar. We read the lowest 30-day plan published by each Kota library on Appu Library's public directory (appulibrary.com) on 27 October 2026. Fourteen libraries listed a full-day plan and only four listed separate shift plans.
| Plan type | Libraries | Range | Median | Middle half |
|---|---|---|---|---|
| Full-day seat | 14 | ₹500 to ₹900 | ₹675 | ₹600 to ₹775 |
| Single shift | 4 | ₹350 to ₹600 | ₹425 | too few to tell |
Published hours tell you more than the fee. Most full-day plans in this sample that list hours open between 6 and 8 AM and close at 10 or 11 PM, which matches a hostel student's day: class in one block, self-study before and after. A library that closes at 9 PM loses the late block that Kota students actually want.
The median seat count across 15 Kota listings that published one was 67. At ₹675 a seat and 80 percent occupancy, a 67-seat hall brings in about ₹36,180 a month before rent and bills. That is an illustration, not a forecast; our library business plan template lets you run your own numbers.
Where are Kota's libraries?
The street addresses on the same directory point to two kinds of location. In the city: Coral Park and Nayanohra near the hostel belt, Mahaveer Nagar, Vivekanand Nagar, Rangbari Road, Shivaji Nagar and Vikas Nagar. Outside it: smaller libraries in Ramganj Mandi, Itawa, Kanwas and Digod, serving students who never moved to Kota at all.
Near the hostel belt, your neighbours are hostels with spare rooms. A hostel with empty rooms can easily turn one into a reading room for its tenants, so check what the three nearest hostels offer before you price a seat. In colonies such as Mahaveer Nagar, the competition is the student's own bedroom, and you win on quiet, power backup and a fixed seat.
Mistake we see often
Signing a long lease in the hostel belt because the area "is full of students". With enrolment down by more than half from its peak, many buildings there are not. Count lit windows at 9 PM, ask two hostel managers about occupancy, and negotiate a rent-free fit-out month. In a soft market, the landlord needs you more than you need that building.
Does the Rajasthan coaching act apply to a library?
Not to a library that only rents seats, as far as the published summary goes. The PRS legislative brief on the Rajasthan Coaching Centres (Control and Regulation) Bill, 2025 describes a coaching centre as one that gives coaching to more than 100 students, and coaching as tuition, instruction or guidance. Each branch registers separately, registration lasts three years, and penalties are ₹50,000 for a first violation and ₹2 lakh for a second.
Two parts of the law matter to a Kota library even if you never register:
- The law limits coaching classes to five hours a day and requires a weekly off. If that holds in practice, coaching students have more hours outside the classroom and a full day free each week. Those are hours a library can sell.
- Coaching centres must offer fees in at least four instalments and refund on a pro-rata basis. Students and parents in Kota will start to expect the same from you, so write a clear refund rule before someone asks.
If you plan to add a mentor, doubt classes or a weekly test for your members, check with the district committee first. That is the point where a library can start to look like coaching.
What fire safety checks happen in Kota?
Kota's fire department acted quickly after the Lucknow fire. On 24 June 2026, Dainik Bhaskar reported that it sealed two coaching institutes, two libraries and several shops operating in narrow lanes with no fire safety measures and a single entry and exit. The department also surveyed coaching institutes and libraries with large numbers of students.
For an owner, the checklist is short and not expensive: two exits that are never locked during open hours, working extinguishers with valid refill dates, no seats blocking the staircase, wiring rated for your AC load, and an evacuation plan on the wall. A narrow lane is hard to fix later, so judge it before you sign.
What should a Kota owner do differently?
- Price for the student you can actually get. If your area is mostly local aspirants, a ₹600 full-day plan with monthly renewal will fill faster than a ₹900 premium plan built for hostel students who are no longer there.
- Sell short plans. Students who arrive mid-session or leave after an exam want 15-day or 30-day plans, not quarterly ones. Track them by joining date so renewals do not slip.
- Open late and on coaching off-days. The late block after evening class and the weekly off are when Kota students look for a seat.
- Partner with hostels, not against them. A hostel with spare rooms may refer tenants to you in return for a small discount. Our guide on coaching and PG tie-ups covers how to set that up.
- Keep the paperwork ready for an inspection: rent agreement, fire equipment refill slips, electrical certificate and your student register.

Frequently asked questions
What is the monthly fee for a library in Kota?
Most Kota libraries we checked charge ₹600 to ₹775 a month for a full-day seat. Across 14 libraries listing a 30-day full-day plan on a public directory in October 2026, the range was ₹500 to ₹900 and the median ₹675. Only 4 published separate shift plans, priced ₹350 to ₹600.
Is a library business in Kota still worth starting?
Only with a clear target student and a careful rent deal. Coaching enrolment in Kota fell to about 85,000 to 1 lakh in 2024 from the usual 2 to 2.5 lakh, according to industry figures reported by PTI. Fewer students means more empty rooms and more negotiable rents, but also fewer walk-ins.
Does the Rajasthan Coaching Centres Act cover libraries in Kota?
A seat-only library is not coaching under the law as PRS summarises it, because coaching means tuition, instruction or guidance to more than 100 students. If your library runs doubt sessions, test series or mentorship at that scale, ask the district committee whether you must register. Penalties start at ₹50,000.
Were libraries in Kota sealed for fire safety?
Yes. On 24 June 2026, Dainik Bhaskar reported that the Kota fire department sealed two coaching institutes, two libraries and several shops that had no fire safety arrangements and a single entry-exit route. The drive followed the Lucknow fire, after which the department surveyed coaching institutes and libraries with many students.
